Friends of Moore River Estuary Inc
Newsletter - October 2010
Hello again to our members and friends,
Spring has sprung, the grass has risen, but we still wonder where the ODP is! Since our last newsletter in May there have been only small changes to our situation as we await the advertising of Plunkett's ODP by the Shire.
On June 1st David Burt was appointed CEO of Gingin Shire. Lisa Edwards is now Executive Manager Planning and Development and she has a new planner in the dept., Ross.
Our Councillors have all been in the job over a year now. Councillor Collard is particularly helpful in keeping us in the Shire 'loop' for which we thank him.
Our website notices are repeated below, and show how little progress seems to have happened over winter.
03.07.2010 - Still no ODP:
As at 3rd July, FOMRE still has no advice from the shire about the developer's revised ODP.
We understood that it was expected by the end of June.
One can only wonder why it is apparently still held up.
FOMRE will advise all interested persons as soon as we have more information. The ODP will be advertised and available for public comment for 42 days. FOMRE urges all stakeholders to be prepared for this.
Minister Day has already stated that the project will proceed, which seems a little odd in a democracy with established policies and procedures for examining any proposal.
01.09.2010 - The following report appeared on the Gingin Shire Website:
GUILDERTON SOUTH URBAN DEVELOPMENT
LOCATION: CARABAN
FILE: LND/142
AUTHOR: LISA EDWARDS - EXECUTIVE MANAGER PLANNING AND DEVELOPMENT
REPORT DATE: 31 AUGUST 2010
Staff have received a preliminary Outline Development Plan (ODP) which will be reviewed in relation to the above development.
Initial perusal of the documentation indicates that the ODP may be deficient in a number of crucial areas, including water supply and it is unlikely that Council would be able to consider the ODP with such deficiencies.
Staff are currently liaising with the proponent's Planners in order to alleviate these deficiencies. It is envisaged that once this has occurred the ODP will be presented to Council to consider a Public Notice period.
A further notice on the Gingin Shire website, dated 29 September 2010, states that there are still "no further developments in respect of this initiative"
...and so we wait, but not without every effort to keep this important issue ‘on the table'.
Our petition to the Legislative Council (Petition No 49 - Moore River Development) was sent to committee earlier in the year. In June we were informed that, "Given the Government's advice regarding the reduction in the scale of the development to a level consistent with the Gingin Coast Structure Plan, the Committee has decided not to undertake further enquiries into this matter" and the petition was finalised on 23rd June 2010.'
We disagree with this conclusion, and the letter that it was based on from Minister Day, and continue to express our view by letter to Mr Day and this committee.
Our petition to the Legislative Assembly continues to be collected and presented by various MLAs from time to time.
None of our efforts are wasted as we keep up our appeal anywhere we think we might be heard.
Thank you to our members and friends who also continue to press our cause at any opportunity. When the ODP is put out for public comment we will review it and again contact you. In the meantime, any news will be on our website at www.savemooreriver.org
